At Bethlehem Inn, we are committed to treating our residents with dignity and respect—and we ask the same in return. The following rules help ensure that the Inn is a safe place and that everyone has a fair chance at success.

  • General Rules
    • Requirements
      • You must be able to pass a breathalyzer (alcohol) test, a drug test and you cannot be a registered sex offender. You must be able to take care of yourself in matters of hygiene, medication and basic mobility. During weekdays it is the expectation that you must be offsite from 8:30am until 4:00pm. Curfew is at 5:45pm. You are required to take part in chores though the Inn will make some accommodation depending on the ability of the resident. As a resident of Bethlehem Inn you are required to sign an agreement stating you have read and understand the rules and regulations of the shelter and that you accept the consequences of not following the rules.

    • Confidentiality
      • While a resident of Bethlehem Inn you are expected to keep all information about yourself and your fellow residents confidential.

    • Visitors & Rides
      • While a resident of Bethlehem Inn you are not allowed visitors unless they are representatives of an official agency or organization. Any official visits must be cleared with staff first. If you are being picked up by a friend or family member the pick-up must take place offsite (usually in the adjacent Burger King parking lot).

    • Shelter Review Periods
      • You are allowed an initial 7-day stay period when you first arrive. Your stay at Bethlehem Inn is conditional on what we refer to as ‘forward motion’ as well as a realistic exit plan. Within the first 7 days you must present a reason why you would need an additional 30 days. If you fail to follow through with these goals then you will be required to leave at the end of your 30 day stay. If you have accomplished or made a good faith effort to achieve your goals and your case manager agrees you need more time then your case manager may agree to an additional 30 day stay. In total you may receive a full 90 days at Bethlehem Inn.

    • Accessing Staff
      • Staff areas may not be entered by residents unless there is an emergency situation requiring immediate attention from staff. Residents are required to go to the front desk volunteer to contact staff while onsite.

    • 2nd & 3rd Shift Jobs
      • Our goal is to always support those individuals who work regardless of the time of day. Anyone with a job requiring them to miss curfew or stay on site during the day to sleep must fill out a request along with their schedule and the request must be approved by staff.

    • Entering and Leaving the Facility
      • All residents must check in with the Front Desk when entering or leaving the facility. You may only enter or exit Bethlehem Inn site by the Highway 97 driveway.

    • Vehicles on Site
      • Once an individual is no longer a resident of Bethlehem Inn any vehicle (including bikes) left at Bethlehem Inn after 72 hours will be towed. You may not undertake any repairs on a vehicle (except for bikes) in the parking lot of Bethlehem Inn and if your vehicle is leaking fluids you will be asked to remove it from the facility. RV’s or vehicles larger than a utility truck or trucks with trailers are not allowed under any circumstances.

    • Animals & Pets
      • Upon request, Bethlehem Inn will make reasonable accommodations for disabled persons with service animals consistent with and subject to applicable federal and state laws and regulations.  Please provide Bethlehem Inn advance notice if you intend to bring a service animal onto our facilities.  If possible, Bethlehem Inn staff will provide the disabled person with a service animal appropriate housing accommodations after evaluating the needs and preferences of the disabled person, the service animal, and our limited facilities and resources.  The disabled person and his or her service animal must comply with Bethlehem Inn’s policies and procedures.

    • Safety & Security Checks
      • Staff may enter any room or part of the facility at any time to maintain safety and security.

    • Off Limits Areas
      • Any resident found to be in an area considered ‘Off-Limits’ may be immediately asked to leave the facility.

  • Resident Services
    • Meals
      • Bethlehem Inn will provide 3 meals a day; breakfast, a sack lunch during the week and a hot dinner at 6 pm.

    • Bus Passes (BAT)
      • Bethlehem Inn offers BAT (Bend Area Transit) discount bus passes for sale for residents.

    • Phone Calls
      • Bethlehem Inn has a local use land line for calls. Arrangements can be made with staff for long distance calls.

    • Late Night Curfews & Overnights
      • Residents are allowed to stay out past curfew with a 48-hour notification and approval for beneficial activities. Two overnights within a 30 day period are allowed after notification and staff approval.

  • Accountability
    • Suspensions
      • Strict adherence to the rules is a requirement for residency. A failure to follow a specific rule concerning safety or accountability will result in a warning. Three warnings for breaking a specific rule will result in at least a 5 day suspension (suspensions can last for 90 days). Staff has full discretion on activating a suspension.

    • Evictions
      • Any actions or behavior that threatens the safety or security of Bethlehem Inn residents, staff or facility may result in immediate eviction (cannot return). Bringing alcohol, drugs, drug paraphernalia or a concealed weapon or bringing explosive material on site will result in immediate eviction. Threatening or striking a staff member or resident will result in immediate eviction. Smoking or chewing outside of designated areas including inside the room can result in immediate eviction.

    • Spot Checks
      • At any point during your stay, the staff of Bethlehem Inn may require a drug test, alcohol test or search of personal possessions. Refusal to comply will result in an immediate eviction.

    • Hygiene
      • Residents are required to maintain their personal hygiene at all times. Hygiene supplies are available without cost.

    • Grievance
      • Any resident may file a grievance report against staff or another resident if they feel they have been treated in an unfair manner.

    • Tools
      • Any tools and knifes must be turned into staff on arrival. Tools may be signed out when leaving site.

    • Personal Belongings & Laundry
      • Space in the rooms at Bethlehem Inn is limited. You may only bring personal items that will fit into two totes supplied by the Inn. Room checks are done on a daily basis and the accumulation of too many personal items will result in a written warning. No desktop computers, television sets or furniture is allowed. Bethlehem Inn offers on site laundry facilities.

    • Exiting
      • Once you have formally exited, either by choice or at the completion of your residency limit, you may not return to Bethlehem Inn for 30 days.
